Double-action concealed-hammer revolver. Chambered for .38 centerfire cartridge. Has a 4" barrel. For the first time, a conventional trigger and trigger guard. It is gateloaded and has a solid frame. Nickel-plated, with black plastic grips. Also appeared under Maltby, Henley & Company banner marked "Spencer Safety Hammerless" or "Parker Safety Hammerless". Otis Smith Company ceased operations in 1898.
